The Centre for
Environmental Policy and Advocacy (CEPA) was formed upon realization of the
absence of public interest policy think tanks working on environment and
natural resources issues, which are critical especially for a predominantly
agro-based economy such as Malawi. The few Non Governmental Organizations
(NGOs) that work on environment and natural resources do not have policy
analysis and advocacy as their core business; on the other hand there is no
active NGO on environmental law and policy advocacy.
CEPA
developed its strategic plan as a roadmap for the institution in 2005 and
it was expected to run from 2006 to 2010. The implementation of the
strategic plan commenced in 2006 on a relatively small scale due to lack of
institutional funding. There are a number of areas in CEPA which need to be
strengthened. CEPA needs to enhance its capacity in policy analysis,
capacity building and increase its sectoral, geographical and programme
scope. Key ones include its governance, management structure and public
relations. For CEPA to address these, it will require significant
funding for short and long term policy lobbying, research, analysis
(monitoring and evaluation) and advocacy. CEPA seeks to respond
to the above challenges to develop it’s capacity as a policy advocacy
institution on various thematic issues as identified by the strategic plan
The purpose of
this project is to enhance the institutional capacity of CEPA in
facilitating formulation, analysis, monitoring and implementation of
environment and natural resources management policies. The specific
objectives are:

Strengthen
institutional capacity of CEPA.
Improve the quality
and quantity of environmental research and policy analysis conducted by
CEPA and other civil society institutions in Malawi.
Civil
society lobbying work is a major contributing factor to the passage and
implementation of “environment-friendly” policies or to the
removal/non-passage of “environment-hostile” policies
