Justice Frank Kapanda, Chairman
He is a Judge of the High Court of Malawi. He practiced law for a number
of years before being called to the Bench as Chief Resident Magistrate and
thereafter as judge. He has served on several boards such as the Malawi
Police Service Commission, Community Service Project, and Special Law
Commission on Review of Malawi Economic Laws. Justice Kapanda brings to
the Board vast practical experience in judicial matters and administration
of justice. He is one of the founding members of CEPA.
Gracian Zibelu Banda, Board Member
Gracian Zibelu Banda is a practicing Lawyer who has since 1994 been
involved in environmental policy and law making in Malawi and southern
Africa. He has served as Lecturer in Law at the School of Law, University
of Malawi and Regional Environmental Lawyer for IUCN Regional Office for
Southern Africa. He is a member of the IUCN Commission on Environmental
Law. Gracian is a founding member of CEPA.
Dr. Wapulumuka
Mulwafu, Board Member
Dr. Mulwafu is Associate Professor of History at the University of Malawi.
In addition to his teaching career, Dr. Mulwafu has worked on a number of
assignments on water and other environmental issues. His thesis dealt with
Malawi's conservation history and provides unique insights into current
conservation problems.
Prof. Ephraim Chirwa, Board Member
Dr. Chirwa is Associate Professor of Economics at the University of
Malawi. He has researched and written extensively on land and agriculture
economics issues in Malawi. He has vast experience working with various
local and international organizations on economic issues for whom he has
conducted surveys, studies and other assignments on local social and
economic issues.
Chikosa Banda, Board Member
Chikosa Banda is a Lecturer in Law at the University of Malawi and has
conducted research and written on a variety of issues such as access to
justice, administrative justice, intellectual property rights and
biotechnology regulation. Chikosa is now undertaking doctoral studies on
biomedical ethics and intellectual property rights at the University of
Cambridge. He is a member of the IUCN Commission on Environmental Law.
Robert Kawiya, Board Member
Robert Kawiya is Director of Leisure, Culture and Environmental Services at the Blantyre City Assembly. He has extensive experience in various city development projects. In addition to his work at the Assembly, Robert is involved in research, financial markets and project investment appraisals and capacity building. He is a corporate member of the International Institute of Horticulture(UK) and an Environmental Impact Assessment consultant.
